London Living Rent: Who Qualifies and How to Apply

Answer first: London Living Rent is an intermediate rental scheme intended to help eligible households save towards buying a home. GLA-funded homes generally require a London live/work connection, household income within the current limit, and inability to buy locally. Eligibility is not an offer: a provider must have a suitable home available and assess your household against its advertised criteria.

Understand which scheme you are applying for

London Living Rent is different from an ordinary private tenancy, social rent and buying a shared-ownership share. Do not assume that an advert saying “affordable” means London Living Rent. Ask for the scheme name, landlord, allocation criteria, quoted rent and included service charges.

Check household eligibility

The GLA's current Capital Funding Guide, section 3.3, requires GLA-funded applicants to live or work in London, stay within the Mayor's intermediate-rent gross household income cap, be unable to buy locally including through shared ownership, and normally own no other residential property. Providers may have additional published eligibility or priority criteria. Exceptional property-ownership waivers require provider assessment; do not assume one applies.

The 2026–27 benchmark note identifies the current income cap as £75,000. That is household income, not an allowance for each adult. Ask which people must be included, how variable income is calculated and what evidence is required. The public program page also describes eligibility linked to current rental or informal living arrangements resulting from housing-cost difficulties.

Prepare the whole household's circumstances before enquiring. Savings, existing property interests and a partner's income can matter to the assessment. Ask how the provider evaluates your ability to save and purchase; a simple salary check is not the full process.

What the benchmark rent means

The GLA sets ward- and bedroom-specific benchmarks. For 2026–27, those benchmarks are capped at £1,750 per month. This is a scheme benchmark, not a market-rent cap for all London homes or evidence that a home is available at that price. Check the specific advert and whether service charges are included.

Compare the actual offered costs with London private asking rents, then build an all-in rental budget. A lower rent is useful only if the home, commute and savings plan work for you.

Find a provider and apply

  1. Start at the official London Living Rent page. Follow its current property/provider links rather than a copied advert.
  2. Check whether the listing is a current vacancy, registration of interest or waiting list. Record the deadline and the provider's contact.
  3. Read household size, income, local connection and priority requirements before submitting.
  4. Ask for the documents needed: identification, employment/income evidence, current housing and household details, plus anything specific to the scheme.
  5. Save the application and respond through the verified provider channel. If you are not eligible for this home, ask whether another listed route fits rather than changing your household information.

Registration of interest does not reserve a flat. Do not cancel your existing accommodation based only on an eligibility check or waiting-list position.

Before accepting a home

Ask for the current tenancy terms, all charges, how rent changes, and what saving or home-purchase expectations apply. Clarify the available route to ownership and the additional eligibility and mortgage assessment it requires. A rental approval does not guarantee future purchase approval.

Some older scheme descriptions predate the May 2026 tenancy reforms. Ask the provider to explain the actual current agreement and avoid treating an older generic fixed-term description as your contract.

London Living Rent FAQs

Is London Living Rent the same as rent control?

No. It is a particular intermediate housing scheme with eligibility and provider rules. It does not impose its rents on ordinary private London flats.

Does earning below £75,000 guarantee a home?

No. Household income is one criterion. The provider must assess the other requirements and have an appropriate home available.
